Scalings of scale-by-scale turbulence energy in non-homogeneous turbulence

A theory of non-homogeneous turbulence is developed and applied to boundary-free shear flows. The introduces assumptions inner outer similarity for the non-homogeneity two-point statistics predicts power law scalings second-order structure functions which have some similarities with but also differences from Kolmogorov scalings. These arise as a consequence these assumptions, general inter-scale inter-space energy balance an inner-outer equivalence hypothesis dissipation. They reduce usual in stationary homogeneous turbulence. Comparisons function data three qualitatively different turbulent wakes provide support theory's predictions raise new questions future research.
